SESSION ON “ GOOD SAMARITAN FUND “ BOREA SAMARITANACHI NIDDHI

On 7th November, 2018, Rev. Fr. Maverick Fernandes and Mr. Celso Fernandes – Treasurer of Diocesan Pastoral Council, explained in details about this fund.

Fr. Maverick spoke that it’s a very challenging theme and since this year is dedicated to the poor, we must see that the fund is created, raised, so that  benefits are given to the poor and needy.

At the beginning when PPC Exco and other committees  meet to set a Planner, we must plan out the activities and make sure that quota for the poor is kept aside and given a thought much before we could start our  activities.  Simultaneously we must also make sure that social justice is accomplished. Vision of Good Samaritan Fund :- is to assist the poor and needy  in meeting their basic requirements such as food, health, education and shelter.

Further Mr. Celso said that this Fund will be created at Diocesan Level (Committee Term for 5 years) and at Parish Level (Committee Term for 3 years)

At Diocesan Level :- the Committee consists of 3 members :-

  • Valerian Vaz – Convenor
  • Maverick Fernandes – Co-convenor
  • Celso Fernandes – Treasurer – Diocesan Pastoral Council

At Diocesan Level an amount of Rs.1.5.Crore has been earmarked for the poor.

This Fund can be raised by way of donations, through activities, major feasts, weddings, Holy Communion, Confirmation, Anniversaries, etc. Those who wish to contribute by way of donations, cheques can be given at Caritas – Goa where –in advantage of  80-G benefit will be given. Parishioners may issue cheques to their parishes and fund can be raised at parish level. Also 12 A benefits can be obtained at Diocesan Level where-in Taxable amount is received back.

At Parish level : two types of fund is maintained, Working Fund – 20000/- to 1.00 lakh is the limit and Corpus fund any amount can be kept, this fund, the committee has to utilize or use if found shortage then Corpus Fund can be used. The committee will oversee to the operations such as preparing vouchers, bills, receipts, monitoring, reconciliation, etc. All the formats and guidelines are available with the Diocesan Pastoral Council Committee.

To the Parish Priests, Chaplains, Heads of Institutions And the lay faithful of the Archdiocese

Building up COMMUNIO INDIA to reach out to the poorer dioceses in our Country

Dearly Beloved,

Grace to you and peace from God, Our Father and the Lord Jesus Christ (Eph. 1 :2).

A number of Local Churches in India are struggling to live their Christian faith, the main reason being their socio-economic backwardness. Unknown to most of us, countless Christians in our country lack basic facilities like drinking water, food, clothing and shelter. Some dioceses do not have proper  structures to conduct worship and to celebrate the Holy Eucharist. Some of their church buildings are not more than thatched-roof huts. Living in a diocese like ours, we are far removed from these grim realities. Hence the need for us to reach out to these people and help provide them with basis amenities for a dignified human living and with minimal facilities to conduct proper worship and liturgical celebrations.

Christ gave us the mandate of love : “ Love one another as I have loved you”(Jn.15 : 12).       “Whatever you do to the least of my brethren, you do it unto me”(Mt. 25: 40 ) St. John exhorts us : “ Let us love not just in word or speech, but in truth and action”(1 Jn 3: 18).     St. Peter advises :”Like good stewards of the manifold grace of God, serve one another with whatever gift each one of you has received “(1 Pet.4:10).

The Conference of Catholic Bishops of India (CCBI) had been reflecting on the above- mentioned situation for quite a few years, until finally, at its Plenary Assembly held in Bhopal from 31st January to 8th February 2017, it came out with the proposal of starting a fund, to express solidarity with the poorer Churches struggling to witness to their faith in our country. The fund is called Communio India, with the primary aim of reaching out to the mission dioceses in our country – where many members of the clergy and of religious institutes live and work in great deprivation and poverty – and to assist them in their pastoral and evangelical works. The objective of Communio India is to build a culture of sharing, to encourage Catholics to pray for the mission  and missionaries in India, to promote missionary vocations and to inspire and motivate the faithful to work in mission areas as lay missionaries.

The CCBI has proposed that the First Sunday of Advent be dedicated to this annual ecclesial effort on behalf of the mission dioceses, but it has left it to the local bishop to choose any other Sunday “which is closest to the feast of St. Francis Xavier”, this great missionary of such significance to us, Indian and particularly Goan Catholics.

After consulting various Bodies in our Archdiocese and taking into account that the First and the Second Sunday of Advent are dedicated to the Liturgical and to the Education Apostolates, respectively, we thought of assigning, at least for this year, the first fortnight of December to make the lay faithful of our Archdiocese  aware of the need of expressing solidarity with and concretely reaching out to the poorer dioceses in our country. During the said fortnight, I urge you, my dear brother and sisters, to try and be genuine missionaries, in prayer, action and sacrifice. I appeal to all of you to enthusiastically join in this common endeavour of the church in India by your generous contribution. The responsibility of coordinating this CCBI initiative in our Archdiocese has been entrusted to the Pastoral Institute St. Pius X, Old Goa. The Institute will provide us with the necessary material that will serve as an aid to make Communio India a reality in our Archdiocese.

We call upon our Pastors as well as heads of our institutions to bring the contents of this Circular to the knowledge of those under their care and to publish them in parish bulletins, thus enabling everyone for us to share God’s love with our needy brothers and sisters in our beloved country.
